PLANNING AND ZONING COMMISSION

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on May 9, 2012.

The meeting was called to order at 8:00 p.m.

CALL TO ORDER

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that Travis Simpson would be voting in place of Kathy Salemi and Crystal Hernandez would be voting in place of Pete Bonzani.  Chairman Kayser appointed John Ryan acting secretary for the meeting.  Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

Upon a motion by John Grottole, seconded by Crystal Hernandez, the Commission Voted (7-0) to Approve the above minutes.

SPECIAL PERMIT APPLICATION – Under sections 205.1(d) to allow conversion from a filling station repair facility to a filling station with a convenience store on land located at 451 School Street.

Applicant: Mohammad Raza

Upon a motion by John Ryan, seconded by Travis Simpson, the Commission Voted (7-0) to Postpone the above Special Permit Application and acknowledged a wavier from the applicant on the 65 day requirement until the June 13, 2012 meeting.

MAJOR FLOOD HAZARD DEVELOPMENT PERMIT – Under Section 601 to allow removal of an existing residential structure, deck, shed, and pool with the construction of a new residential structure, and deck on land located at 120 Colt Street.

Applicant: Goodwin College Inc.

Upon a motion by John Grottole, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above Major Flood Hazard Development Permit with the following conditions:

1.      Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      Provide foundation load computations that demonstrates the foundation design accounts for impact and other forces specified within FEMA publication #259 Engineering Principles and Practices for retrofitting flood prone residential structures. Provide additional computations and details for the various columns that support portions of the proposed house outside of the foundation.
4.      Provide computations to demonstrate that the foundation has adequate opening area to permit flood flows and minimum opening requirements outlined within the zoning regulations, provide construction details for the openings.
5.      On the plans, provide a detailed foundation plan with all necessary construction details with dimensions for all footings, columns, steel reinforcing, flood openings and elevation information.
6.      On sheet SGP-1, revise the turf reinforcement mat note to specify North American Green model #P300.

SITE PLAN APPLICATION - 120 Colt Street, Construction of a single family residential structure and deck associated with an existing educational facility.
Applicant: Goodwin College Inc.

Upon a motion by Travis Simpson, seconded by John Grottole, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
3.      Provide separate plans for each application and label them accordingly.
4.      Provide information specific to what entity owns Colt Street which appears to be a private road.
5.      Provide information on the plans on how sewage is conveyed from the Pratt & Whitney plant to their sewage treatment plant on Colt Street.
6.    Site plan modification bond set in the amount of $6,000.00.

SITE LOCATION APPROVAL – 286 Governor Street under C.G.S Section 14-54 for a general repairs license ownership change.

Applicant: Signature Custom Auto Accessories, LLC

Upon a motion by John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Approve the above Site Location Approval with the following conditions:

  • Applicant shall obtain a certificate of completion and stripe all parking spaces with properly identified handicapped parking as per the State of Connecticut Building Code prior to signature of the chairman of the Town of Planning and Zoning Commission on the State of Connecticut of Motor Vehicles K-7 Form.
  • Applicant shall be limited to the site plan entitled “Site Location Approval Plan Prepared for Signature Custom Auto Accessories, LLC #286 Governor Street Map 5 Lots 20-22 & 70 + 71 East Hartford, Connecticut” dated April 23, 2012 revised to April 26, 2012, Scale as 1”=20’, prepared by Flynn Land Surveying Associates 1204 Farmington Avenue, Berlin, Connecticut, Signed by Peter Flynn, L.S., State of Connecticut Land Surveyor license number 8792 dated 4-26-12.
In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this site location approval shall be modified, suspended, or revoked.
Approved plan shall not be modified for licensing purposes without written authorization from the East Hartford Town Planning and Zoning Commission.

SITE PLAN APPLICATION – 122 D Park Avenue, Installation of new handicapped ramp and 10’ overhead door to an existing commercial building.
Applicant: Alan F. Lamson, AIA

Upon a motion by John Ryan, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.

2.      Final plans are to be signed and stamped by the Professional Engineer, Land Surveyor, or Architect licensed in the State of Connecticut who is responsible for the work.
3.      On the plan, graphically depict all existing underground utilities including but not limited to gas and electric services within the vicinity of the proposed work.
4.      Provide a planning and zoning site plan signature block and engineering inspection note on each sheet of the plan set.

Upon a motion by John Grottole, seconded by Thomas Fitzgerald, the Commission Voted (7-0) to Adjourn the meeting. The meeting was adjourned at 8:27 p.m.
